chore: remove Node.js tooling, update maintenance docs

Browse Source 
Remove package.json, build.js, tests/*.mjs, .nvmrc, and the old
website template. Update MAINTENANCE.md with Go CLI commands.
Switch dependabot from npm to gomod.
